Governor has been pleased to decide that no meeting/ procession/ demonstration etc. shall be organised in the premises of ‘Nabanna’ by any Association/ Union/ Group of employees.

Re-Constitution of State Level Core Committee for implementation and monitoring of e-tender process in Government departments and subordinate offices in the state.

e-Receipt of Examination Fees of West Bengal Health Recruitment Board

West Bengal Health Recruitment Board having completed the process of tuning their system to electronic receipt of examination fees approached Finance Department to enable the GRIPS portal to receive fees for examination to be conducted by them from this year.

Functional Guidelines of Departmental Financial Adviser

The Departments shall process all the files dealing with financial matters, both plan and non-plan, through their Financial Advisors; The Departmental Secretary will exercise the financial powers delegated by Finance Department from time to time, after obtaining advice from the Financial Advisor (FA);

Digital Signature Certificate Registration Authority of NIC

An office of Registration Authority (RA) has been set up at Vidyut Bhavan for processing new Digital Signature Certificate (DSC) applications and renewal of existing DSC.

Delegation of Power i.c.w. Departmental Approval under RIDF

In all cases the RIDF projects identified for sanction of NABARD are sent to Finance Department for technical examination by its RIDF wing. Considerable time is spent in this process leading to delay in the submission and sanction of projects by NABARD.

Temporary withdrawal of ‘On-line Re-appropriation System’

The facility for ‘Online Re-appropriation System’ shall be not be available to the Administrative Departments on and from 01.02.2014. After this period, in case of necessity, the Administrative Departments may move to the Budget Branch of Finance Department for ‘Offline Re-appropriation’.

Transfer to Foreign Service or Utilization of Services on Detailment

Finance,

All cases of transfer to foreign service or on deputation or utilization of services on detailment of any employee belonging to both the Common Cadres will be done purely on ‘case to case basis’ by the Cadre Controlling authority.

Directions to Treasuries for Financial year Ending, 2013-14

Finance,

All bills, in respect of which payment is desired by 31.03.2014. should be presented to Treasuries so that the Treasury Officers may have sufficient time to make payment by that date.

Guidelines for Payment of Bills for Financial Year 2013-14

Finance,

Bills returned after 04.02.2014 up to 17.03.2014 shall be resubmitted within 7 days from the date of return and the bills returned between 18th & 24th March, 2014 shall be resubmitted within 27th March, 2014.
