MEMORANDUM
Subject: Engagement and Regularisation of employees under Work-Charged establishment under Engineering set up of various Departments.
The undersigned is directed by order of the Governor to state that the Governor has been pleased to direct that henceforth no engagement of work-charged staff under any Department shall be made without prior approval of Finance Department.
2. In pursuance of judgement of Hon’ble Supreme Court of India delivered in the case of State of Karnataka-vs-Umadevi & Others and subsequent decision of the Hon’ble Apex Court, the undersigned is further directed to state that regularisation of work-charged staff is not possible at this stage.
3. Accordingly, provisions contained under Finance Deptt.’s Memo No. 4026-F dt. 22.04.74 will cease to be operative.
This order will take effect immediately.
