School/HoI will have to distribute the blank forms (Annexure-F) to all concerned student beneficiaries of class-XI and collect the duly furnished formats with relevant documents for updating student specific data in BSP.

  1. Every school/HoI will have to officially inform the contact details of the HoI (name, mobile number, email ID, Aadhaar & name as per Aadhaar) to the respective Circle level Sub-Inspector of Schools (SI/S) in order to get OTP-based login access under Banglar Shiksha Portal (BSP).
  2. Besides login credentials, HoI will have to authenticate using his mobile OTP to login under Banglar Shiksha Portal (BSP).
  3. School/HoI will have to distribute the blank forms (Annexure-F) to all concerned student beneficiaries of class-XI and collect the duly furnished formats with relevant documents for updating student specific data in BSP.
  4. After getting the duly furnished Annexure-F from the concerned students, HoI will have to update the bank particulars and/or edit the student information by authenticating with Aadhar OTP.
  5. By default, all students’ records will be marked as ‘not updated’. HoI will have to mandatorily update the same to process the beneficiary data even if no change is required. Student will get SMS regarding the changes made in his/her profile in BSP by the school.
  6. HoI will get the bank details of all concerned students verified manually taking signature of the students on the scroll sheet to be generated from BSP and further update the data in the BSP, if required. Respective students will further get SMS regarding the changes made in his/her profile in BSP by the school, if any. For any important changes, students will get such SMS.
  7. After updating all student-beneficiary data, the same would be sent centrally for NPCI verification and the HoI of the School will be able to track the same.
  8. After NPCI verification, bank particulars of the beneficiary will not be editable anymore. The unmatched or partially matched data may be updated by the HoI and sent to Circle level Sub-Inspector of Schools (SI/S) for further verification and approval.
  9. On getting the verification request online from schools, concerned Circle level SI/S will call all concerned student beneficiaries through respective HoI with all original records for verification of bank accounts. SI/S may approve the same if it is found okay otherwise he/she may cancel with reason for necessary updating by conference school / HoI.
  10. After verification and approval of the SI/S the unmatched or partially matched bank accounts as received from NPCI will also be fixed and remain not editable.
  11. After verification of all Bank Accounts [either by NPCI (fully matched records) or by SI/S (for partially matched or not matched records as received from NPCI) the HoI will send the beneficiary list to the self-declaration portal (selfdeclaration.wb.gov.in) for further verification by the student concerned. After confirmation by respective student beneficiary, the records will be forwarded by the HoI to respective SI/S by generating a UDIN certificate.
  12. All concerned students will get SMS containing a link for verification of the respective bank account to self-declaration portal using their registered mobile number and BSP student code.
  13. Until and unless students verify and confirm their accounts, the same will not be processed for payment.
  14. Then the HoI would have to send the verified and confirmed bank accounts to respective Circle level SI/S by generating a UDIN certificate who then in turn will generate a UDIN certificate and send to respective DI/S (SE) for further processing.
  15. For any anomaly found at any level HoI will take up the matter with all concerned officials for unlocking and further necessary correction.
  16. For failed transaction, if any, the HoI will get a status in his/her login and inform the student concerned/guardian concerned for updating bank account by visiting the home branch of the bank. Getting updated record from the student beneficiary or the guardian, the HoI will update the data accordingly in BSP for further generating UDIN and confirmation of the concerned student for further processing of payment in the same procedure as stated before.
  17. It is to note that the bank account of a student should be of a bank branch within the jurisdiction of West Bengal.
  18. Student will have a valid and unique Bank account number which has not been previously used for this scheme.
