All students enrolled in class-XI in different Government/ Government Aided/ Sponsored Schools/ Madrasahs are eligible for Taruner Swapno Scheme.

Functions of the Students in respect of Taruner Swapno Scheme

  1. All students enrolled in class-XI in different Government/ Government Aided/ Sponsored Schools/ Madrasahs are eligible for Taruner Swapno Scheme.
  2. Students will have to collect the prescribed format (Annexure-F) for providing account mandate for getting DBT along with the copy of Bank Passbook or cancelled cheque and Aadhaar.
  3. Bank account must be a valid, functional and unique account number for the student beneficiary.
  4. The bank account would be of any Bank branch (RBI approved) within the jurisdiction of West Bengal.
  5. On receiving the Bank mandate from the student, HoI will update the same in Banglar Shiksha Portal (BSP). Student will get SMS regarding the changes made in his/her profile in BSP by the school.
  6. After updating in the BSP, concerned HoI will get the bank details of all concerned students verified manually taking signature of the students on the scroll sheet and further update the data in the BSP, if required. Respective students will further get SMS regarding the changes made in his/her profile in BSP by the school. For any important changes, students will get such SMS.
  7. After updating student-beneficiary data, the same would be sent for NPCI verification and the HoI of the School will be able to track the same.
  8. After NPCI verification, bank particulars of the beneficiary will not be editable anymore. The unmatched or partially matched data may be updated by the HoI and sent to Circle level Sub-Inspector of Schools (SI/S) for further verification and approval.
  9. Verified bank account and IFSC matched with name of the beneficiary will be considered for further processing of DBT.
  10. The student beneficiary whose name would not match with his or her bank account details, will be informed by the school for further verification at the end of concerned Circle level Sub-Inspector of Schools (SI/S) with relevant original Bank particulars.
  11. Mobile number and Aadhar are mandatory for this DBT.
  12. Students will get a link in their registered mobile number through SMS to verify and authenticate their bank account details.
  13. Students will have to login into the self-declaration portal (selfdeclaration.wb.gov.in) using their registered mobile number and BSP student code along with mobile OTP for verification of the bank account details.
  14. On successful login, the students will have to verify the bank particulars entered by the school by accepting and confirming or by rejecting the same for any anomaly therein using Aadhaar OTP. In this regard, the sample declaration format for verifying the details are placed at Annexure-G (available in English & Bengali) for reference.
  15. UDIN certificate will be generated after verification by the student and that may be tracked for all future reference.
  16. Only the verified bank accounts will be processed for payment through DBT.
  17. The bank accounts which are not verified will not be considered for processing of payment.
  18. Bank transaction related information will also be sent to the registered mobile number for information.
  19. For failed transaction, the student needs to update the account details by visiting the home branch of the bank and report to the school for taking further necessary action with the concerned authorities.
  20. After getting the incentive through DBT, the student will have to submit the original invoice/bill/receipt for procuring the tablet computer or smart mobile phone amounting not less than Rs.10,000/- mentioning the unique IMEI number which would be updated in BSP by the HoI concerned.
