NOTIFICATION

Sub.: Guidelines for admission in MCA Programme through decentralized counseling process for the academic year 2017-18.

Whereas, the necessary guidelines for admission to MCA Programme in the academic session 2017-18 through the State Level Common Entrance Examination for the said programme (i.e. JECA-2017) has already been notified and published by the West Bengal Joint Entrance Examinations Board.

And

Whereas, in the said guidelines, the West Bengal Joint Entrance Examinations Board has declared the necessary venue, period of counseling, application procedure, counseling fee, eligibility criteria, reservation policy as well as other relevant information towards admission to MCA programme in the academic session of 2017-18.

And

Whereas in the said guidelines it has been mentioned that candidates will take admission to the allotted University and Institutes within five days from the date of allotment by the West Bengal Joint Entrance Examinations Board through the centralized counseling process;

And

Whereas it has been observed that some seats are still vacant after the completion of such allotment and admission process in different participating Universities and Institutes of the State offering MCA programme.

And

Now, therefore it is clarified that on completion of the centralized counseling and admission process, the participating Universities and Institutes of the State may pursue the admission procedure in the MCA Programme in the Universities and Institutes as notified hereunder;

a. For different participating Universities and Institutes, the eligibility criteria for admission through decentralized counseling process for MCA Programme shall be the same as notified in the guidelines issued by the West Bengal Joint Entrance Examinations Board.

b. The participating Universities and Institutes willing to admit students through such decentralized counseling process shall have to follow a complete transparent admission procedure inviting application from eligible candidates by posting necessary Notice, declaring vacancy position in respect of the said MCA Programme, in their respective Notice Board and/or the Institution’s website.

c. The admission for such MCA Programme must be made strictly on the basis of merit and preference of the candidates in the following order:

i. Candidates with JECA-2017 rank and fulfilling the other eligibility criteria as notified by the WBJEEB.

ii. Candidates having recognized Bachelors Degree of minimum 3-years duration with Mathematics at 10+2 level or at Graduate level and obtained at least 50% marks (45% in case of candidate belonging to reserved category) at the qualifying examination as per Approval Process Handbook 2017-18 of AICTE.

d. 2nd year MCA Admission through Lateral Entry

From the academic session 2017-18, State Govt. in Higher Education, Science & Technology and Biotechnology Deptt. has allowed admission through Decentralized Counseling to 2nd year MCA programme against the vacant seats at the 2nd year Level, directly under Lateral Entry to MCA Scheme, stipulated by the AICTE for the candidates having the following eligibility criteria;

i. Recognized Bachelor’s Degree of minimum 3 Years duration in BCA, B.Sc (IT/Computer Science) with Mathematics as a course at 10+2 level or at Graduate Level.

ii. Obtained at least 50% marks (45% in case of candidate belonging to reserved category) at the qualifying Examination.

e. The admission procedure for this 2nd year MCA Programme shall be the same like the admission Procedure to 1st year MCA programme as mentioned under para b above.

f. The cut-off date for completion of the decentralized counseling and admission at the respective participating Universities and Institutes will have to follow the academic calendar of the concerned affiliating Universities for the academic year 2017-18.
