NOTIFICATION
Sub: Guidelines for Admission to vacant seats in 1st Year in the Post Graduate Degree level MCA courses through Decentralized Counselling (Institution Level) process in the academic year 2023-2024.
Whereas, the necessary guidelines for admission to MCA program in the academic session 2023-2024 through the State level Common Entrance Examination for the said Program has already been notified and published by the West Bengal Joint Entrance Examinations Board;
And
Whereas, in the said guidelines, it has been mentioned that the candidates will take admission to the allotted Universities and Institutes after obtaining allotment by the West Bengal Joint Entrance Examinations Board through the centralised counselling process;
And
Whereas, it has been observed that some seats are still vacant after the completion of such centralised allotment and admission process in different participating Universities and Institutes of the State offering MCA Program;
And
Now, therefore on completion of the centralized counselling and admission process, it has been decided by the State Government in the Higher Education Department to allow all the participating Universities and Institutes of the State offering MCA Program for admission of students through de-centralized counselling (Institution Level) and allotment process in strict compliance with as notified hereunder:
a. For different participating Universities and Institutes, the eligibility criteria for admission through decentralised counselling process for MCA Program shall be the same as notified in the Guidelines issued by the West Bengal Joint Entrance Examinations Board.
b. Participating Universities and Institutes willing to admit students through such decentralized counselling process shall have to follow a complete transparent admission procedure by inviting application from the eligible candidates by posting suitable notice with vacancy position of MCA Program in their respective Institutional Notice Board and/or in the Institutional website.
c. The admission for such MCA Program must be made strictly on the basis of merit at the concerned Institutional level. During the admission for such MCA Program, the merit of the applicants should be followed strictly as per norms and guidelines in the AICTE Process Hand Book 2023-24.
d. The cut-off date for completion of the decentralized counselling and admission at the respective participating University and Institutes shall follow the academic calendar of the concerned affiliating Universities for the academic year 2023-24.
Individual affiliated Institution admitting students in decentralised counselling shall maintain complete transparency in the admission procedure and accordingly shall communicate the following information positively to the affiliating University:
(i) Notice Published in the Institutional Website and/or Notice Board;
(ii) Vacancy List published in the Institutional Website and/ or Notice Board;
(iii) Merit List prepared in the Institutional Website and/ or Notice Board for admission from amongst applicant students.
(iv) The final list of students admitted.
