SUBJECT: Intake capacity of UG and PG courses in State-funded Higher Education Institutions (HEI) for the Academic Session 2017-18; seeking confirmation thereon

Madam/ Sir,

This is with reference to the ensuing admissions for the academic session 2017-18.

In this connection, I am directed to invite your kind attention to three developments, namely:

(i) The rising aspiration for higher education in society, and the eagerness of first-generation learners to seek admission to State-funded universities and colleges; and the State Government’s policy, whose most important pillar is ‘expansion of higher education’ or ‘providing access to higher education’;

(ii) The high marks scored by students in the Class XII results just published, encouraging many more of them to seek admissions into UG level courses;

(iii) The provisions of the West Bengal State Higher Education Institutions (Reservation in Admission) Act, 2013 which makes it obligatory for all higher education institutions to mandatorily increase the number of seats each year, such that the total number of seats can be increased by approx. 30% over a period of six years (2017-18 is the fourth year of the Acts’ implementation).

In light of the above, I am directed to request you to kindly review the situation in all UG and PG courses in your institutions as well as the affiliated colleges under the university, to satisfy yourself that the above conditions have been suitably addressed by you. It may kindly be confirmed that necessary action has been initiated/ taken, in terms of your rules and procedures, for enhancing the sanctioned intakes as appropriate, so that the legal obligations imposed by the law referred to above are complied with by all State-funded HEIs under your university. It may kindly be confirmed that suitable instructions in this regard have been issued to the affiliated colleges.

As the matter is of the highest priority, you are requested to kindly send an action taken report in this regard within a week positively for the Hon’ble Minister’s kind perusal.
