I am directed to send herewith a copy of the Notice issued by 6th Pay Commission inviting Memorandum from different Unions, Associations etc. as mentioned in the Notice and to request you kindly to arrange publication of the same immediately in two Bengali and two English dailies having wide circulation.

NOTICE
Government of West Bengal through Finance Department Resolution No. 8070-F(P) dated 27-11-2015 have appointed the 6th Pay Commission for State Government employees and certain other categories of employees and also delineated its Terms of Reference under No. 8071 ibid. Full text of both the Resolutions along with the Annexure (Part- A&B) to Resolution No. 8071-F(P) may be seen in Finance Department’s website www.wbfin.nic.in.
The Commission hereby invite all concerned Associations, Unions, Institutions and other representative organisations to send Memoranda containing their views in a very precise form on the following subjects – (a) Cadre strength, Men-in-position as on 01-01-2016, present pay structure (scale-wise distribution of posts) and existing condition of service; (b) suggestion for changes in Pay structure and condition of service which in their views are desirable and also feasible, keeping in view, inter alia, the needs for more people-orientation, social accountability and efficiency of the administration and the need of benefits for the employees; (c) existing promotion policies and other related issues and suggestion for changes, which they may feel desirable and feasible, after taking into consideration the norms of efficiency/productivity, wherever relevant, and having special regard to the priority for improving people-orientation, social accountability and efficiency of the administration; (d) special pay and other allowances, concessions including Leave Travel Concession and benefits in kind which are available to the employees in addition to the pay and suggestion for changes which may be desirable and feasible; (e) issues relating to retirement benefits and (f) a brief synopsis of the salient points should be given at the end of the Memorandum .
The Commission may ask for further information/clarifications, as and when necessary. Ten copies of such Memoranda alongwith a soft copy may be sent to the Member-Secretary, 6th Pay Commission, Bikash Bhavan, 4th Floor, Saltlake, Kolkata-700 091 within 90 (ninety) days of publication of the Notice between 12:00 p.m. and 4:00 p.m. on working days. In addition to such submission, memoranda may be mailed to the Commission in 6paycomwb@gmail.com
Interested individuals may also send memoranda accordingly as above.
It is hereby clarified that the Commission will take into consideration only those issues which come under its Terms of Reference.
