New e-Tender Platform for APAS and Pathashree Scheme

In order to ensure effective execution of two Schemes namely, “Amader Para Amader Samadhan” (APAS) and “Pathashree” in a time bound manner, the Tender Inviting Authorities, vide Finance Department memo no. 4253-F(Y) dt. 03.12.2025, are allowed to invite tender either in the existing e-tender platform or using a new e-tender platform in the name of https://tenders.wb.gov.in after observing all rules and formalities.
Now for further streamlining the process the following guidelines are hereby being issued:
- The new portal shall be dedicated exclusively to the APAS and Pathashree schemes. However, the existing wbtenders portal will also remain available for tenders for these schemes.
- The slotting mechanism, as introduced vide memo no. 3481-F(Y) Dt. 25.05.2023 and presently in use on the wbtenders portal will also apply to the new portal.
- At present, the new portal will support only offline payment options for EMD and related transactions till the facility of deposition of online EMD become available in the new tender portal.
- Initially, only DM Offices, BDO offices, Zilla Parishads, Panchayet Samities and Gram Panchyats for the rural area, KMDA/ KMC in KMA/ Kolkata Area, Other Municipal Corporations/ concern Municipality and Municipal Engineering Directorate in concerned Municipal area and SRDA/ similar office executing these two schemes in their respective jurisdiction will be allowed to be onboarded to the new portal. All other organizations shall continue to operate through the existing wbtenders portal.
- The existing portal for e-tendering i.e. https://wbtenders.gov.in/ will continue to be operative for all schemes of the State Govt as usual.
This order will take immediate effect.
