Sub: Circular on Transfer Policy

Sir,

In enclosing herewith a copy of Notification from P&AR Department, GoWB referred as above, which speaks for itself, I am directed to request you to take necessary course of action on following point(s):-

a) No Officer/ Official shall ordinarily be posted in his/her Home District, except during the last two years preceding the date of superannuation, subject to administrative convenience.

b) An Officer/ Official shall be ordinarily considered for transfer on completion of three years of continuous service in a post and, in any case, no officer/ official shall ordinarily be continued in the same post beyond four years.

c) Officers holding revenue collection, tax collection or other sensitive filed assignments, shall ordinarily be transferred on completion of two years of service in the post and shall not continue beyond three years in the same assignment.

d) While effecting transfers, convenience of the officers/ officials in terms of district may be considered subject to administrative convenience and public interest.

e) The Administrative Department may, on special cases, relax any of the above provision(s) in case of administrative exigencies, hardship or other exceptional circumstances.

Hence, for improvement of i) Administrative Efficiency, ii) Greater Transparency & iii) Accountability in H&FW Department, I am further directed to request you to kindly onward transmit the Circular along with the above-mentioned Order to your administrative counter-parts & subordinate offices under your control and instruct to take further course of action(s) with strict adherence in this regard.
