Like the previous year, West Bengal Joint Entrance Examinations Board (WBJEEB) under the aegis of the Department of Higher Education, Government of West Bengal is going to conduct web-based counseling process known as “e-Counseling,” in this year i.e. 2014; The basic aim of this e-counseling is to admit students ranked in the merit list of JEM-2014 and/or AIEEE-2012 in the undergraduate level courses run by Engineering & Technological Institutes of the State. It includes four (4) broad stages as REGISTRATION, CHOICE-FILLING, REPORTING AT DISTRICT-LEVEL REPORTING CENTRE and ADMISSION AT RESPECTIVE INSTITUTE.
These stages would run on a web-based programme popularly known as “e-Counseling” developed by National Informatics Centre (NIC), Government of India. The candidates interested to participate in this online counseling process would register and get allotted a seat as per one’s merit rank, choice and availability of seats in respective category.
In order to ensure smooth running of this programme; decentralized Help Centres are required to be set up at District, Sub-Division and Block level utilizing the existing government infrastructure wherever possible i.e. at offices having broad-band/dedicated internet connection. These Help Centers are noted as Reporting Center (RC) by the WBJEE Board.
Hence the Government in the Department of Higher Education has decided that a district level Nodal Officer of not below the rank of Deputy Magistrate & Deputy Collector having adequate knowledge and interest in computer operation may please be nominated by the respective District Magistrate and details of such officer may please be sent directly to the Member Secretary, WBJEE Board by fax at 033-23671148 or 033-23671149 within 30th June, 2014.
The Nodal Officer will be responsible for overall supervision for the smooth conduct of this entire e-Counseling process i.e. setting up of Help Centres, Reporting Centres etc. at District, Sub-Division and Block level; liaise with the WBJEE Board for all such arrangements and report to this Department through the Board. The detailed nature of responsibility to be entrusted upon such “Nodal Officer” of the District along with the “Principal /Teacher in Charge” and “Person in Charge of e-counseling” of the respective RC(s) will be discussed in a special one day training programme planned by the Board which will be held at Administrative Training Institute, Salt lake, Kolkata on 1st July, 2014 from 10 am onwards, to be conducted by the officials from NIC, WBJEE Board and this Department. All the officers thus engaged, would receive every sort of infrastructural and administrative support from the WBJEE Board including an honorarium for such work the time period of which would spread over entire June and July, 2014.
As connectivity will remain the key issue for success of this entire “e-Counseling” process, special provisions are being made on the part of the Board in concurrence with the authorities of the BSNL and other Internet Service Providers (ISPs) for providing seamless connectivity at the Reporting Centers; the presence of the District Informatics Officer from the district unit of the NIC at your Collectorate may also be ensured.
Under the above circumstances, I would like to seek your assistance in making this entire e-Counseling process a success. I also request you to depute your Nodal Officer for the training at ATI on 01.07.2014 without fail.
