MEMORANDUM

Sub: Period of probation in the promotion post.

Under Finance Department Memo. No. 4662-F, dated 1.6.2005, a probation period of one year in the promotion post has been prescribed for considering further promotion of an employee to a higher post or grade. This has resulted in certain difficulties in the cases where urgency of filling up higher post by promotion is there for the sake of administration or where the concerned employee will be deprived of the further promotion benefit due to his retirement within one year of getting the previous promotion.

2. On the above back-ground, the matter has been reviewed and after careful consideration, the Governor has been pleased to decide that in such type of cases involving administrative difficulties or hardship of the employees as aforesaid, the incumbent Govt. employee may be allowed promotion provisionally on officiating basis to the next higher post or grade before completion of one year of probation period, if found otherwise eligible for promotion, with reservation that the pay in the promotion post for such officiating appointment will be fixed under rule 42(1) (1) of the W.B.S.R. Part-I and fixation benefit under Rule 42A(1) ibid be allowed after successful completion of the prescribed probation period. In case the employee retires on superannuation before completion of the probation period with reference to the previous promotion, his/her pensionary benefit would be determined on the basis of the officiating pay.

3. This order will take immediate effect.
