There is no Act regulating identification of persons belonging to Other Backward Classes. Guidelines for issuance of Other Backward Classes Certificates were issued earlier.
Caste Identification Certificate issued to a Scheduled Caste or a Scheduled Tribe person is popularly called as Caste Certificate. A format of Caste Certificate is appended to these guidelines.
SC/ST certificate holder may obtain online duplicate SC/ST certificate in the event of loss or damage of the original Scheduled Caste or Scheduled Tribe certificate from authority.
Stipulated time limit of providing the service of Issuance of Caste Certificates to SC/ST/OBC is 4 (four) weeks from the date of submission of application.
OBC certificate holder is required to apply for the amended certificate in plain paper along with original OBC certificate and attested documentary proof in support of non-creamy layer status.
Governor is pleased to introduce digitally signed Caste certificate in respect of issuing authorities i.e. by the Sub Divisional Officers in the Districts and by the District Welfare Officer, Backward Classes Welfare, Kolkata.
Deputy Director, Backward Classes Welfare, West Bengal and Commissioner, Backward Classes Welfare, West Bengal in case of candidates claiming to be Scheduled Caste or Scheduled Tribe residing in any part of West Bengal.

Caste Certificates in respect of Kolkata may be issued by the District Welfare Officer, Kolkata and ex-officio Joint Director, Backward Classes Welfare.
