The main work of PWD is construction and maintenance of roads and bridges and also construction of major and important govt. buildings and related structures etc. of other departments as original work and subsequent repair and maintenance as requisitioned by the Departments/ agencies concerned. A large number of such original works are under implementation while similar is the case of repair and maintenance of Govt. buildings handled by PWD. In addition, with the increased awareness on road safety and health check-up of bridges, a lot of such works are being executed by field officers of the PWD in the said area.
2. However, it is being increasingly noticed that various programmes e.g. foundation stone laying ceremonies, inauguration programmes and road rallies etc. involving temporary works like construction of pandal and dias, light and sound system, CCTV installation, WiFi system, barricading etc. are required to be taken up by PWD for programmes organized by various Government Departments and district administrations. Such requisitions are being frequently made and at a very short notice requiring local PWD officials to carry out such miscellaneous works at a short notice leading to delays and neglect of core works as mentioned hereinabove.
3. It has therefore been decided that henceforth PWD will not take up works related to creation of temporary pandal and dias and related works like light and sound system, CCTV installation, WiFi system, barricading etc. for the functions and ceremonies organized by different Departments and agencies whether at the State level or in the districts. The said works shall be handled by departments/ agencies/ district administrations on their own after following due government norms.
4. This order will however, not apply to organize the District level Review Meetings and Public Distribution work for the State Government centrally and also for organizing major State level programmes e.g. celebration of 26th January, 15th August and Puja Carnival etc. which will continue to be taken up by PWD as executing agency on requisition from concerned Departments/ District Magistrates.
5. This order shall take immediate effect.
