    I have 7 CL and 25 ML.
But Due to an unavoidable circumstances I have to take leave from 6 th march to 7 th April .
Now I want these leaves as without pay because i don’t serve.
But our Headmaster sir is telling me that first my CL
and ML will finish , then I can take without pay.
Please tell what can i do?

I think, HM is right. Extra Ordinary Leave is admissible when there is no leave due in employees account. So, at first the CL and ML should be exhausted.

Leave for the said period is too long for CL(casual leave). Now if a person is not ill how can one ask for ML (medical leave) and how can he legally manage a proof of illness? Should one not opt for CL (COMMUTED LEAVE) of HAPL (HALF AVERAGE PAY LEAVE)?

Yes, you are right. But in no way EOL be granted. EOL is applicable when no other leave is admissible.
