My senior staff, a panchayat karmachari has completed 32 yrs of service. He has got 10 yrs & 20 yrs CAS benefit. now can he get another CAS benefit as per memo no. 10580-F(P), dt. 28-12-2012 or other way?

Now his B.Pay 15000+3200=18200. He is in service now.Whether the employee ever got any regular promotion in his career, if yes, when?
No.He has not got any promotion.
Then he is eligible for 25 years CAS benefit. If you please share the date of joining and respective date of CAS benefit, it would be more convenient to decide the situation. Thanks.
