    Casual Leave can not be sanctioned for more than 7 consecutive days at a time including Sundays, holidays and weekly off days except for very special circumstances to be recorded in writing. https://wbxpress.com/casual-leave/

    For West Bengal Govt. Employees 14 days of CL is admissible. For School Teachers this number varies with the academic session. It is 13 days for the year 10-11 as per Circular No. S/104 dated 07.08.2009.

    Sir,
    if i dont use my all 14 casual leaves this year, then it will add up in next year or it will lost?

    CL do not carry forward to the next year. So, un-utilized CL will be lost.

    Sir it is necessary to give request letter for casual leave before taking leave or after taking leave, i can give request letter.

    you can take submit letter either before or after taking the leave. no problem.

    Sir,
    I am a field staff.
    I applied on Thu for 2 days CL on Fri & Mon including 2 day’s Hq leave for Sat & Sun and left Hq on Fri morning.
    Authority on Fri issued a letter refusing my leave.and also issued releiving order on existing transfer order and thereby releived me on Mon.And made an entry in the Service Book that this 4 day’s leave is unauthorised without pay.
    1. Can he do so?
    2.How can I regularise this?

    No, This rule is not valid for private sector
