Benefit of reservation for promotion up to GP 8700 is also there in central govt. services.
Reservation up to GP 8700 is not applicable for all the govt. services (Central & State). For example, WBCS (Exe.), All India Services etc.
To add to it, only CONCESSION and NOT reservation is allowed for promotion by selection within Group-A posts carrying ultimate salary Rs 18300 (5th CPC) (PB-4, GP 8700, after 6th CPC) in Central Govt. services. Refer to the following DOPT OMs.
