Departure of Staffs when School closes before time

If a school closes before scheduled time (such as before 4:30 p.m) for a day due to some reasons (such as low attendance of pupils or teachers, rainy day, local festival etc.), then, when the staffs (both teaching & non-teaching) would depart from the school? please reply.
Thanks.As per Board’s Circular S/879 dated 10.11.89, “Head of an Institution and all members of the staff, teaching and non-teaching should attend School at the appointed hour and shall not leave before the School closes for the day.”
When Head of the Institution declares, “School is Closed” before scheduled time due to some genuine reason; then staffs may leave from School.And technically, you are not supposed to stay in your Office premises after your ‘Office is closed’ until the duty of the post demands so.
