I am presenting a case of Pay Protection for your kind perusal and comment.
Sub: Fixation and re-fixation of pay in the post of Khalasi
I respectfully beg to state that I have been promoted to the post of “Khalasi” w.e.f. 07.09.90 carrying the scale of pay of Rs. 875-1460/- (ROPA ’90) after availing the 10 years’ benefit w.e.f 21.12.89 and my pay in the promotion post of “Khalasi” has been fixed under rule 42A(1) of WBSR -part—I.
In this connection I further state that I shall be benefited if my pay in the promotion post of “Khalasi” had fixed under rule 42(1)(i) of WBSR Part—I and refixed under rule 42A(1) of WBSR Part—I as shown below.

07.09.90 — functional promotion to the post of Khalasi from Mazdoor.
The employee proposed to fix his pay due to promotion on 21.12.90 after taking normal increment due to CAS.
But actually his pay had been fixed on the same day of promotion without taking option from the employee concerned.
Now it is observed, the pay of the employee in either case becomes equal in 1996 due to effect of ROPA 1998.
Hence the employee was deprived for 6 years with a reduced basic pay of Rs. 18/- per month which ultimately calculated as an amount of Rs. 4000/- for the entire period.
There was a misconception of the employee that he is deprived for his whole service life; but as it is not the actual case, the employee do not like to move further. The above is not a case of pay protection either. -
