Pls help me with the procedure of general transfer on special grounds.

As of now you can submit your application with proper documents as has been specified in General Transfer Rules. But the forwarding and recommendations will be done after due notification is published, as @sourishjal mentioned in his post.

@gpgarain Actually, there lies the mist of riddle. It’s not what, rather how. @Shampa biswas has mentioned that it has already ‘started’.
