Yes you can withdraw 75% of your PF balance at the end of last completed financial year as non-refundable PF Advance , if you have completed 15 years of continuous service or your date of Superannuation falls within the coming 10 years.

Yes, you can as you do not need to submit any papers related to the ownership of the house. Only an application in plain paper will do the job.
