If the matter relates to the State then go to wbic.gov.in and down load the application form and apply to the SPIO whose particulars are available on the said web site.If it relates to Central Government then go to the web site of the particular department and collect the names and address of the CPIO and apply with the postal order of the requisite fee. Seek information only clinging to the particular issue serial wise and do not ask questions.However, you can seek the information about the reason of any administrative or quasi judicial decision under section 4(1)(d) of the RTI Act 2005 if you are an aggrieved person.
