None of officials is found in their office files. Though I will try to procure it from Dakshin Dinajpur and Malda. Please be patient.

MEMORANDUM
The Governor is pleased to issue the following instructions regarding enlargement of the scope of promotion of Typists/Telephone Operators of different departments /Directorates/Offices after due consideration of the statement on promotion policy circulated with Finance Department Memo No. 5916(62)-F dt. 05.08.1981:
1.(i) Typists/Telephone Operators under different departments/Directorates/Offices shall be carried on three scales. Scale No.6(Rs.300-685/-) shall be the basic scale, while scale No. 9 & 11 (i.e. Rs. 380-910/- & Rs. 425-1050/-) shall be the higher scales. The ratio between the three scales including Grade-I Posts, if any, shall be 5:4:1 i.e. out of 10 posts of Typists /Telephone Operators 5 posts shall be on the Basic Grade of Rs. 300-685/-, 4 posts shall be on scale of Rs. 380-910/- & 1 post shall be on Scale of Rs. 425-1050/-. In calculating the number of posts in each of these three scales, figures shall rounded off to the nearest integer, subject to the condition that there shall be no increase in the total number of posts of Typists/Telephone Operators (including Grade I) now existing.
(ii) Typists/Telephone Operators shall thus be grouped as follows:
(i) Basic Grade Rs. 300-385/-
(ii) Grade-I Rs. 380-910/-
(iii) Supervisory Grade Rs. 425-1050/-
The movement from Basic Grade to Grade-I and from Grade-I to supervisory Grade shall be treated as promotion. In allowing the benefit of promotion to Grade-I, no minimum period of service for eligibility will be required. But for allowing the benefit of promotion to supervisory Grade, the eligibility shall be 10 years of continuous satisfactory service in the Basic Grade and Grade-I taken together. In calculating the period of ten years’ service for eligibility to Supervisory Grade, the service rendered in the corresponding unrevised scales shall be taken into account.
2.(i) The Governor has further been pleased to order, as a temporary measure, that the appointing authorities for the Typists/Telephone Operators posts in different offices and establishments shall be competent to exercise the power of creating Grade-I and supervisory Grade Typists/Telephone Operators in terms of para I above by conversion of existing posts of Typists and Telephone Operators (including Grade -I) without further reference to the administrative Department and Finance Department, to the extent as is necessary in terms of this Order. In all Orders sanctioning conversion of such posts, the power delegate in this Order shall be cited.
(ii) It is further clarified that this temporary power will not cover new Posts that may have to be sanctioned in the Secretariat Department, Directorates, Regional Offices and establishments. For creation of such new Posts prior concurrence of the Finance Department will, as usual, be needed.
(iii) The creation of Grade I/ Supervisory Grade posts of Typists/Telephone Operators in terms of para I read with para 2 (i) above shall be provisional and subject to ratification and approval by the Finance Department for which necessary proposal duly supported by relevant facts and figures shall be forwarded to the Finance Department immediately after issuance of the Orders creating such posts.
3. The benefits of higher posts under this Order shall be available with effect from 1st April, 1981 and the appointing authorities in respect of the concerned employees shall be the competent authority to allow this benefit.

No. 10244-J Dated, Calcutta the 25th June,1993
The question of extending the financial benefit envisaged in Finance Deptt. Memo No. 3821-F dt. 30/03/84 (Substituted Order ) to the Typists/Copyists/Typists-Cum-Copyists of different Courts who were originally in the piece rate establishment and were subsequently brought into regular establishment in term of Finance Deptt. Memo No.7191-F dt. 23/10/75 was under consideration of the Government for some time past.
The undersigned is directed by Order of the governor to say that, after careful consideration the Governor has been pleased to extend the benefit contemplated in G.O. No. 3821-F dated 30/03/84 to the Typists/Copyists/Typists-Cum-Copyists of the different Judgeships /Courts on fulfillment of the conditions laid down therein. The qualifying service should be reckoned with from the date of initial appointment. The inter seniority of the Typists/Copyists will continue to be determined on the basis of there respective dates of initial appointment in the respective category of posts.
Typists/Copyists/Typists-Cum-Copyists who come under the Purvis of the F.D. Memo No. 7191-F dated 23/10/75 shall be borne in a combined gradation list separate from other cadres.
This Order will take effect from 01/04/81 without any arrear adjustment prior to 01/04/93. This has the concurrence of the Finance Department vide their u.o. No. GR.’P’ No.2334 dated 24/06/1993.
