NOTIFICATION
Whereas the State Government in the Transport Department had earlier issued a Notification under No. 4081-WT/3M-134/2003 dated 30.08.2006, in exercise of the power conferred under sub-section (3) of 74 of Motor Vehicles Act, 1988, to direct the Regional Transport Authority, Darjeeling, the Regional Transport Authority, Jalpaiguri and other Regional Transport Authorities in the State as well as the State Transport Authority, West Bengal not to issue any further new Contract carriage permit for 3-wheeler passenger Auto-rickshaw of all seating capacities as well as Contract Carriage Motor Cabs/ Maxi-cabs, on any route/ area falling under the municipal limits of Siliguri Municipal Corporation and also in respect of any such route touching/terminating/originating in the areas falling under Siliguri Municipal Corporation with the aim to limit the number of Contract Carriages operating on city routes within the jurisdiction of Siliguri Municipal Corporation;
Whereas at present, in the changed scenario with better roads and technologically upgraded traffic management, interest of tourist and/or general public in the areas adjacent to Siliguri is increasing considerably day by day and also demand for movement of general passengers for all destinations from this city is also increasing day by day and as a result the need of passenger transport services of different modes has also increased by many folds in last few years;
Whereas after considering better roads, technologically upgraded traffic management and, the present status of passenger services operating within and through Siliguri Municipal Corporation vis-a-vis the increased demand of tourists and passengers, it is felt necessary by the State Government that immediate steps are to be taken to introduce adequate services of Metered Taxi for operation in Siliguri Jalpaiguri Development Authority and the area of Siliguri Sub-division to provide better connectivity with airport and railway station in the public interest;
Now, therefore, in exercise of the powers conferred under sub-section (3) of section 74 of Motor Vehicles Act, 1988, the Governor is pleased hereby, in partial modification of the notification under No. 4081-WT/3M-134/2003 dated 30.08.2006 issued by this department, to direct the Regional Transport Authority, Siliguri to issue Contract Carriage permits to Metered Taxis i.e. Motor Cab (of Air-conditioned and/or Non-air-conditioned type) conforming to the technical specifications as may be prescribed by the State Government, to operate within the jurisdiction of Siliguri Jalpaiguri Development Authority (which includes the area under the jurisdiction of Siliguri Municipal Corporation) and the area of Siliguri Sub-division only.
