Request for G.O of Higher Education

Thanks for your prompt reply. But I am not asking for 533 Edn(CS) as mentioned in my post. Actually it is true that 533 Edn(CS) dealt with this matter but not about the arrear part from 01.01.2006 to 31.03.2009. In the page 5 point 10 of 533 Edn(CS) it was clearly stated that “Regarding modalities of payment of arrears for the period prior to 1st April, 2009 and other related matters towards the implementation of the revision of pay that have not been dealt with in the preceding paras would be considered separately and notified in due course after obtaining suitable inputs/guidelines/regulations from the UGC/Govt. of India.”
Actually what I want to know the order related to payment of arrear of HRA. How arrear for HRA from 01.01.2006 to 31.03.2009 is to be calculated? I hope now my question is clearer to you about what I am asking for. Hope to hear from you soon.

Thanks again for your kind help. But at the present juncture I would take the opportunity for disturbing you once more in the above mentioned case. Let me explain the situation in more detail .
I belong to a higher education institution and asking this in connection to the calculation of arrear during 01.01.2006 to 31.03.2009. We have already received the arrear for that period after fixation in the new scale. But recently during the calculation of arrear for getting the incentive for pursuing Ph.D./M.Phil the problem revokes. Earlier when the arrear was calculated then, it appears from the calculation, it is observed that the arrear for the HRA component was obtained from 01.04.2009 onwards. But for the period 01.01.2006 to 31.03.2009 we do not get any arrear for the HRA part. But I could not get any matching GO for the modalities of payment of HRA for that period and unfortunately those who have calculated that arrear at present do not work here.
So if you kindly provide me that GO then I shall be grateful. I have searched through the list of GOs in Higher Education Department but failed to obtain. And the GO that you have provided last do not discuss the modalities of payment of arrear of HRA component rather the instruction for payment of arrears.
