No, if someone belongs to PB-3 with Grade Pay 4100 and after promotion he will belong to PB-4 with grade pay 4400, then after promotion 4400-4100=300/- will be added to his grade pay and so on …December 1, 2012 at 2:44 am #75733AnonymousInactiveGrade Pay of feeder grade and promotion grade may be same in some departments. In that case an employee is entitled to same Grade Pay in same Pay Band even after promotion. However, he will get one increment on promotion if he is not already in receipt of any financial benefit under CAS.

I feel sorry to contradict to your view! The reference made by you as regards ‘gaming with designations’ in cases of Head Clerks, Cashier and Accountant in a college is not clear unless it is justified with reference to PRE-REVISED and REVISED pay structures. The statements made by you are self-contradictory! You admit that all the three posts are promotional posts but you are NOT ready to accept the promotion of a Cashier/Accountant to the post of Head Clerk as a real promotion!! If so, what is the example of a ‘real promotion’ in a college! What is the next higher post for a Cashier/Accountant in normal channel of promotion? Do you think that the ‘duties and responsibilities’ attached to the post of Cashier/Accountant are same as those assigned to a Head Clerk!What is the impact on pay when a Cashier/Accountant becomes a Head Clerk? Any financial benefit is allowed in the shape of additional increment or, there is NO financial benefit?
Apparently same pay structure does NOT always amount to same status of posts! I think you fail to differentiate between scale merger and functional merger!
In Central Govt. services the pre-revised scales of Office Superintendent (Rs.6500-200-10500), Cashier (Rs.5500-175-9000) and Assistant (Rs.5000-150-8000) have been merged into a single scale (PB-2:Rs.9300-34800 with GP 4200) after pay revision but, the posts do not carry same duties and responsibilities i.e. there is no functional merger despite scale merger.
Pls see the following example of the Defence Accounts where Sr. Accounts Officer (Gr-B, Gazetted) with GP 5400 in PB-3 (15600-39100) is promoted to Junior Time Scale (Gr-A, Gazetted) carrying identical GP and PB (GP 5400 in PB-3). Both the terms ‘FEEDER’ post and ‘PROMOTIONAL’ post have been clearly mentioned to indicate a case of GENUINE promotion. As the real PROMOTION involves assumption of duties and responsibilities of greater importance in higher post Ministry of Finance has allowed one increment for such promotion, conforming to the Article 14 of the Constitution of India. This is the provision of genuine promotional case. Similar case is there with KV teachers.

Moreover, there are many Group-B Gazetted posts in Central Govt. services (Income Tax Officer, Customs Officer, Asst. Geologists, Admin. Officer-II, Asst. Accounts Officers etc.) where Grade Pay is enhanced from 4800 to 5400 in PB-2 (9300-34800) after 4 years of service and, they get same GP 5400 in PB-3 (15600-39100) on promotion to Gr-A posts.
Asst. Nursing Superintendent (Gr-B) with GP 5400 in PB-3 gets same GP 5400 in PB-3 on promotion to the post of Dy. Nursing Superintendent (also Gr-B) in Central Health Services.
I can also refer to GoWB, FD, Memo No. 6075-F dated 21 June,2009 where the possibility of existence of same scales for both feeder and promotional posts has been clearly indicated in para 2(vii) and, financial benefit is allowed under CAS if no promotion is earned after the prescribed time limit.

The posts of Dy. Director and Jt. Director in Micro & SSE in GoWB carry different degrees of duties and responsibilities under identical pay structures. However, pay is fixed in the same pay structure with grant of one notional increment when Dy. Director is promoted to the post of Jt. Director. There will be otherwise violation of fundamental right enumerated in Art. 14 if financial benefit is denied despite promotion.
Therefore, feeder grade and promotional grade may sometimes have either same GP in the same PB or same GP in different PBs. These are some exceptional cases. These are all genuine cases of promotion where financial benefit is extended when promotion takes place in identical GP! There is NO gaming with designations!
