Sir, I am a Block Youth Officer under the Department of Youth Services and Sports, Govt. of West Bengal after passing the Exam. taken by WBPSC. I have completed my 12 years of service in this Department. I got my confirmation in this service after completing my three years of continuous and satisfactory service. In 2022 I had applied for Limited Departmental Exam. for promotion to the posts of West Bengal Audit and Accounts Service conducted by WBPSC. Before application for the exam. I had taken NOC from my Department and Certificate from my Head of office regarding more than eight years of continuous service with grade pay Rs. 3600/- which is eligibility condition to sit for the exam. Now, I am selected to join WBA&AS and have received the joining letter. Now my queries are- 1) what should I do now? Application for Release Or Application for Technical Resignation? 2) Please provide me the memo no. Or Order no. Of Technical Resignation. 3) I want lien of two years, which is already acquired by me in my present service. So, please guide me how to write it in my application. 4) Is there any rule not to give lien to any employee who is submitting Technical Resignation(Specifically like my case) . Please provide me the Order no. Of Govt. Of West Bengal. 5) Before me Four employees joined WBA&AS from Youth Services and Sports Department, in their cases Youth Services and Sports Department accepted their Technical Resignation without granting lien. Did my Department not violate the rule of Lien as laid down in Rule -19 (Note-2) of WBSR Part-1 So, please guide me what to do to get lien of two years and provide me the G.O No. Or Order no. Of Govt. Of West Bengal regarding Technical Resignation with lien of Two years and also requesting to provide the format of writing this application. Please respond as soon as possible.
