Most Hon\'ble Madam/ Sir, On behalf of all the super senior citizen beneficiaries registered under the West Bengal Health Scheme (WBHS), I have been constrained to file this humble yet resolute appeal for your benevolent intervention for the failure of reimbursement of pending medical claims for more than five years. These pensioners, most of whom are above 75–80 years of age, are entirely dependent on their pension and WBHS benefits to meet unavoidable medical expenses. Unfortunately, due to an unexplained delay in clearing arrear dues, they have been forced to bear the heavy financial burden of prolonged treatments, hospitalizations, life-saving medicines, and critical health procedures from their meagre pension income. It must also be remembered that since they have come under WBHS, these beneficiaries do not get the monthly medical allowance of Rs. 1,000/- as do other pensioners. This again adds to their financial distress, as they are also denied regular and prompt reimbursements. This health condition of super senior citizens requires immediate, unbroken treatment without any interruption. At their ripe old age, they are most susceptible to numerous chronic disorders—cardiovascular ailments, renal problems, diabetes, orthopedic disorders, and life-threatening acute illnesses. Reimbursement delay not only places them in acute financial distress but also directly violates their continued required treatment, which can prove fatal for them. It is with utmost concern that we emphasize: unless these pending arrears are paid immediately, this systemic delay will persist forever, causing defenseless pensioners to suffer and subsist without dignity. At this juncture of life, they will not tolerate prolonged procedures and consecutive follow-ups. We, thus, respectfully request the Government of West Bengal, Finance Department, authority of WBHS, and Human Rights Commission to take exceptional sympathetic steps by clearing all outstanding arrear claims of super senior citizen pensioners under WBHS at the earliest. It will not only abide by the humanitarian and moral obligation of the State, but also regain the confidence of older beneficiaries in the welfare pledge of the Government. We sincerely hope that the concerned authorities will realize the extreme hardship and helplessness of super senior citizens at this critical age. An immediate, compassionate, and time-bound resolution of this long-pending grievance is the only way to ensure justice and dignity for them. We therefore urge your good office to kindly take up this matter on priority and release all arrear dues at the earliest possible time. Such action will not only relieve the unbearable financial burden of aged pensioners but also reaffirm the Government’s genuine commitment to protecting the rights and welfare of senior citizens.
