Admission of RSBY Beneficiaries in all Hospitals

Sub: Admission of RSBY Beneficiaries in all the RSBY empanelled SDH/ SGH/ RH of your district.
Ref: No-HF/O/MS/67/W-67/2011/Part-I, Dated-21st November, 2013.

Sir/Madam

With reference to the above subject matter and in continuation of this office under reference the superintendents of the under mentioned RSBY empanelled hospitals (given vide Anexxure-X1), be instructed in writing to take active steps to make their hospital RSBY Functional within the next, “Seven Days” without any further delay. The same is applicable for the BMOHs where we have allowed them to empanel under RSBY as per your request.

The detail list of hospitals provided with seed money equipments but not admitting RSBY Beneficiaries is given vide Annexur-X3.

The Deputy CMOH-I, who is the RSBY implementing officer of the district be asked to monitor the RSBY scheme and see that this self sustaining and income generating scheme is fully implemented as per guidelines issued. You are requested to monitor the performance of the Govt. Hospital on monthly basis. It is needless to remind that the income generated by the government hospital will strengthen the superintendents and the BMOH’s who will use the available fund to further improve the services at their hospitals.

We will take strong steps against Specialists /MO’s /Surgeons or any persons who are refusing to admit RSBY card holders in any of the empanelled government hospitals.

CMOHs are requested to ensure that:

  • RSBY Hoardings & Flex banners are displayed at the entrance as well as at suitable locations in the RSBY empanelled hospitals for IEC purpose.
  • The superintendents as well as the BMOH’s of the empanelled hospitals to organize awareness generation meetings and workshops for the MO’s, Nursing staffs, Pharmacists, Lab Technicians, store keepers, ward masters and all other staffs by 15.4.14, so that not a single RSBY Beneficiary is denied cashless indoor treatment.
  • All the BMOH’s/Superintendents be asked to refer out the RSBY beneficiary to the respective SDH/SGH /DH/MCH for treatment of the diseases/ packages not available at their institution.
  • The general administration as well as the PRI at each level is informed about the availability of RSBY Services at the local empanelled Government Hospitals.
  • A special stamp to be affixed in the tickets of all the patients coming to emergency who claimed as RSBY beneficiary and patient party to be advised to approach the RSBY Help Desk.
  • All the matters referred for medical audit by the SNA RSBY to be dealt with topmost priority.

Any aberrations to the matter will be viewed seriously and in case of any clarification you may refer it to the State Nodal agency RSBY or to the undersigned.

Sub: Admission of RSBY Beneficiaries in your hospitals.

With reference to the above subject matter and in continuation of this office order no-HF/O/MS/67/W-67/2011/Part-I, Dated-21st November 2013, I am sorry to say that your hospital failed to admit RSBY beneficiaries in spite of the fact that your facility is equipped with all aspect for that.

It is needless to remind that the income generated by your hospital will strengthen you financially and the said revenue will be used by you to further improve the services at your hospitals.

We will take strong steps against Specialists/ MO’s/ Surgeons or any persons who are refusing to admit RSBY card holders in any of the empanelled government hospitals.

Further, Specialists/ MO’s or persons who are refusing to admit RSBY card holders be made aware about this scheme by undertaking IEC and awareness generation meetings and RSBY workshops for the MO’s, Nursing staffs, Pharmacists, Lab Technicians, store keepers, ward masters and all other staffs so that not a single RSBY Beneficiary is denied cashless indoor treatment.

Please put up RSBY Hoardings & Flex banners at the entrance as well as at suitable locations in the RSBY empanelled hospitals for IEC purpose. Also refer out the RSBY beneficiary to the appropriate SDH/SGH /DH for treatment of the diseases/ packages not available at your institution.

A special stamp to be affixed in the tickets of all the patients coming to emergency who claimed as RSBY beneficiary and patient party to be advised to approach the RSBY Help Desk.

The general administration as well as the PRI of your Sub-Division/ Block is informed about the availability of RSBY Services at your Hospital.

Therefore please see that your hospital starts implementing this scheme and starts admitting RSBY beneficiaries within the next 7 days without any further delay.

Any aberrations to the matter will be viewed seriously and in case of any clarification you may refer it to the State Nodal agency RSBY or to the undersigned.
