Amendment of Primary Teachers Recruitment Rules

NOTIFICATION

In exercise of the power conferred by sub-section (1) and clause (k) of sub-section (2) of section 106, read with clause (k) of sub-section (1) of section 60, of the West Bengal Primary Education Act, 1973 (West Ben. Act XLIII of 1973) (hereinafter referred to as the said Act), the Governor is pleased hereby to make the following amendments in the West Bengal Primary School Teacher Recruitment Rules, 2016, published with this Department notification No. 190-SE/EE/10M-06/2009 (pt.), dated the 2nd March, 2016, published in the Kolkata Gazette, Extraordinary, PART I, the 2nd March, 2016 (hereinafter referred to as the said rules).

Amendments

In the said rules,-

(1) in rule 4,-

(a) after sub-rule (1), insert the following proviso:-

“Provided that the report shall include anticipated ten percent (10%) of total vacancy for next one (1) year.”;

(b) after sub-rule (6), insert the following sub-rule:-

“(7) Any candidate shall be allowed to apply for the post of a primary school teacher of a particular Council only against the post advertised.”;

(2) in rule 6,-

in Note 7 of sub-rule (3), for the word “total” substitute the word “vacant”;

(3) in rule 7,-

(a) for sub-rule (1), substitute the following sub-rule:-

“(1) The Board shall constitute Selection Committee for the purpose of selection of eligible candidates and preparation of panel of such candidates for appointment of teachers in primary schools within the jurisdiction of the Board.”;

(b) in sub-rule (3), for the word “Chairman”, substitute the words “President of Board”;

(c) after sub-rule (3), insert the following sub-rule:-

“(4) The Board may, if necessary, constitute one or more other sub-committees for scrutiny of testimonials/ for conducting interview/ Aptitude Test and other purposes as may be required. The decision of the sub-committee or sub-committees shall be bound by the decision of the Board.”;

(4) in rule 8,-

(a) for sub-rule (3), substitute the following sub-rule:-

“(3) Academic qualifications, Training, performance in the TET, Extra Curricular activities, Viva voce or Interview and Aptitude test or Teaching experience in case of Para-Teacher, shall be computed in the manner as mentioned in Table A below:-“;

(b) in sub-rule (3)-

(i) in SL. No. (vii) of Table A. for the words, letters, figures and brackets

(b) Teaching experience of Para-Teacher

(ii) in Note. 2, for the words “Higher Secondary Madhyamik Examination”, substitute the words “Higher Secondary Examination”;

(iii) for Note. A substitute the following Note:-

“Note 4.-The percentage of marks obtained by a candidate in the TET Examination shall be reduced proportionately to marks obtained out of 5.”;

(iv) for Note. 5, substitute the following Notes:-

Note 5 – Marks out of maximum five (5) marks as mentioned in Sl. No.(v) of Table A of this rule, shall be awarded to the candidates, including para- teacher, in the following manner:-

Note 6 – Marks out of maximum five (5) marks in Sl. No. (vii)(b) of Table A of this rule, shall be awarded to the para-teacher candidates, in the following manner

Note 7 – The experience certificate of the Para-teacher in respect of earmarked posts, shall be issued by the District Project Officer, Paschim Banga Sarva Siksha Mission or the Sub-Divisional Officer (SDO), verifiable by the District Police Authority, if necessary.”;

(c) in sub-rule (6) –

(i) in the second proviso, for the word “Exempted Category”, substitute the words “Ex-Servicemen”;

(ii) in the third proviso, for the words “Ex-Servicemen”, substitute the words “Exempted Category”;

(iii) after the third proviso, insert the following proviso:-

“Provided also that in case of non-availability of earmarked candidates, the requisite earmarked vacancies shall be filled by the eligible non-earmarked candidates:”,

(d) in sub-rule (8), for the word “absorbed”, substitute the words ” considered for appointment”;

(4) in rule 20, for the second proviso, substitute the following proviso:

“Provided that the applicant has to complete the age of 18 years as on the date of application and the application shall be submitted to the Chairman of the concerned Council within 2 years from the date of death or declaration of the permanently incapacitation by the competent authority.”.
