Appointment and Transfer of Group – D under Public Works Department

NOTIFICATION

Whereas the Government at Public Works Department has long been contemplating the matter of strengthening posting of Group – “D” employees appointed on compassionate ground, and whereas the matter of inter-circle transfer of Group – “D” staff was also under review of this Government both in the line of rules in force and a suitable norms to be set up for guidance;

And whereas, both of these matters have been examined with due care.

And after careful consideration, the Governor is pleased in the interest of public service to allow posting of Group – “D” employees, appointed on compassionate ground, to any Circle Office/ any other Office under any Circle Office under Public Works Directorate. For the purpose of carrying out such appointment entire State will be treated as one unit.

The Governor is pleased to direct that every possible measure should be taken at each level of Government functionary, even up to the level of Sub-Divisional Offices, to implement appointment to eligible candidates in chronological order according to the date of death of the deceased Government employees.

The Governor is further pleased to maintain transfer of Group – “D” employees only within the Circle where they are employed. However, if any option given by any Group – “D” employee of any Circle for transfer to another Circle on genuine ground subject to the approval of the Government after verification, they may be allowed to transfer on exceptional ground to other Circle wherein their seniority will be fixed at the bottom of appointment made in that Circle in that identical year when the employee was appointed.

This order will come in force with immediate effect and until further orders and will be applicable for PWD (Roads) & PW (CB) Directorate also.
