ORDER

No. 626-Edn(CS)/10M-23/2022 Dated, Kolkata, the 18th August, 2022

Subject: Grant of Dearness Allowance to the employees of Non-Govt. Educational Institutions and other Govt. Aided/ Sponsored Organizations with effect from 1st January 2021.

In pursuance of Memorandum No. 3490-F(P2) dated, Howrah, the 14th December 2020 of Finance (Audit) Department, Govt. of West Bengal, the undersigned is directed to state that the question of grant of Dearness Allowance on the revised pay as per recommendations of the 6th Pay Commission (i.e ROPA-19) in respect of whole time approved teaching and non-teaching employees of the Non-Govt. Colleges, Recognized, Aided, Sponsored Educational Institutions and other organizations under the Administrative control of Higher Education Department since revised as per recommendation of the 6th Pay Commission has been under consideration of the Government for some time past.

After careful consideration, the Governor is pleased to decide the following:

(i) The whole time approved teaching and non-teaching employees of the State- aided Non-Govt. Colleges, Recognized, Aided, Sponsored Educational Institutions and other organizations under the Administrative control of Higher Education Department drawing revised Basic Pay upto Rs. 201000/- as per ROPA-19 pay matrix shall draw Dearness Allowance @ 3% of basic pay w.e.f 01.01.2021. The calculation of Dearness Allowances shall be made taking into account the revised basic pay and NPA, if any, but it shall not include any other type of pay.

(ii) The rate of Dearness Allowance in respect of the employees mentioned in para (1) above who are drawing pay in the pre-revised pay structure as per recommendation of the 5th Pay Commission Shall be enhanced from 125% to 133% w.e.f. 01.01.2021.

(iii) Dearness Allowance sanctioned herein above shall be rounded off to the nearest rupee in each case.

(iv) There will be a further ad-hoc increase in the Daily Rate of Wages by Rs. 17/- (Rupees Seventeen) only w.e.f 01.01.2021 for the daily rated workers under the Non-Govt. College/ Educational Institutions whose wages are not regulated by any Statutory Provisions like the Minimum Wages Act, etc.

(v) The order is issued in compliance with para-2(ii) of the Finance Department’s Memo No. 3490-F (P2) dated, Howrah, the 14th December 2020.
