ORDER

Subject: Grant of Dearness Allowance to the employees of State-aided Non-Government Colleges and also Dearness Relief to the Pensioners/ Family Pensioners of State-aided Non-Government Colleges of West Bengal with effect from 01.03.2023.

The undersigned is directed, by the order of the Governor to say that the Governor has been pleased to direct that in terms of Finance (Audit) Department Memo. No. 850-F(P2) dated 24.02.2023, enhancement of (i) Dearness Allowance in the revised pay structure implemented as per recommendation of the 6th Pay Commission in respect of teaching and non-teaching employees of State-aided Non-Government Colleges and (ii) Dearness Relief on the pension/ family pension arising out of teaching and non-teaching employees of State-aided Non-Government Colleges since revised as per recommendation of the said pay commission has been made, the details of which are as follows:-

1. The Whole-time teaching and non-teaching employees of State-aided Non-Government Colleges shall draw Dearness Allowance @ 6% of basic pay w.e.f. 01.03.2023. The calculation of Dearness Allowance shall be made taking into account the revised basic pay and NPA, if any, but shall not include any other type of pay.

2. The Pensioners/ Family Pensioners arising out of teaching and non-teaching employees of State-aided Non-Government Colleges shall draw Dearness Relief @ 6% of revised basic pension/ revised family pension, as per recommendation of the 6th Pay Commission, w.e.f. 01.03.2023.

a. It will be the responsibility of the Pension Disbursing Authority to calculate the quantum of Dearness Relief on the revised Pension/ revised Family Pension payable to each individual case.

b. For the purpose of payment of dearness Relief sanctioned herein, the Principal Accountant General (A&E), West Bengal, will issue authority to the Public Sector Banks in Kolkata and the Accountant General of other States.

c. The Treasury or Sub-treasury Officers in this State will give effect to this order without the authority of the Accountant General (A&E), West Bengal.

3. The rate of Dearness Allowance in respect of teaching and non-teaching employees of State-aided Non-Government Colleges, who are drawing pay in the pre-revised pay structure, as per recommendation of the 5th Pay Commission, shall be enhanced from 133% to 141% w.e.f. 01.03.2023.

4. The Pensioners/ Family Pensioners arising out of teaching and non-teaching employees of State-aided Non-Government Colleges, who are still drawing pre-revised pension/ family pension (As per ROPA 2009), will get Dearness Relief @ 141% w.e.f. 01.03.2023 till their pension/ family pension is revised.

5. The Dearness Allowance/ Dearness Relief sanctioned herein shall be rounded off to the nearest rupee in each case.

6. This order is issued in compliance with the Finance (Audit) Department’s Memo. No. 850-F(P2) dated 24.02.2023.

7. The Accountant General, West Bengal, the Pay & Accounts Officer, Kolkata Pay & Accounts Office and the Treasury Officer are being informed.
