Backward Classes Welfare (Anagrasar Kalyan) Department works for social, economic and cultural development of the people belonging to SC, ST, OBC in West Bengal.
Stipulated time limit of providing the service of Issuance of Caste Certificates to SC/ST/OBC is 4 (four) weeks from the date of submission of application.
The questions of revision of rates of remuneration of the staffs of Ashram Hostels for SC/ ST students run by Backward Classes Welfare Department in West Bengal was under active consideration of the Government for sometime past.
Amendment of the list of the backward classes for the purposes of the West Bengal Commission for Backward Classes Act, 1993 as specified vide Notification No. 346-TW/EC/M-6/82(1), dated the 13th July, 1994. Serial No. 11 is modified.

The district authorities have been requested to adopt camp approach in all the schools, colleges and educational institutions for issuance of caste certificates so that no student is deprived of scholarship for want of caste certificate.
Submit computer-generated filled-in application form (duly signed) to concerned BDO (for Block area)/ PO cum DWO/ DWO. (For Municipality/ Corporation area).
West Bengal Backward Classes (Other than Scheduled Castes and Scheduled Tribes (Reservation of Vacancies in Services and Posts) Act, 2012, the Governor is pleased hereby to amend the Schedule-II appended to the said Act.
In terms of Rule 7A of the West Bengal Scheduled Castes and Scheduled Tribes (Identification) Rules, 1995, the Backward Classes welfare Officer, Kolkata will act as recommending authority in respect of the issuance of Caste certificates for Scheduled Castes, Scheduled Tribes and Other Backward Classes in Kolkata.
Caste Certificates in respect of Kolkata may be issued by the District Welfare Officer, Kolkata and ex-officio Joint Director, Backward Classes Welfare.
The post will be filled up by an officer in the pay scale of Rs. 12000 – 18,000/- under W.B.S. (ROPA) Rules, 1998 corresponding to the revised Pay Band 4B of Rs. 28,000 – 52,000/- with Grade Pay of Rs. 7600/- of WBS (ROPA) Rules, 2009.
