Sub: Guideline for preparation of Detail Estimate for Internal Electrical Installation Work/ LAN, Wi-fi, Voice Networking, CCTV etc.
Dear Sir,
In reference to the subject stated I would like to inform you as below:-
A. FOR ELECTRICAL WORKS
a. The detail estimate must be prepared sub-head wise as per enclosed forma [Enclosure – 1]. This will help to prepare any detail estimate very quickly and methodically by the Junior Engineers and will enable all levels of engineers to check the design & requirement of quantities of items for the works quickly.
b. The item of works which are included with the latest published Schedule of Rates for Electrical Works, PWD should be taken into consideration first for preparation of detail estimate. The item should be indicated by Page No & Sl No as shown in the format.
c. The items which are not included in the published Schedule of Rates for Electrical Works, PWD, but included with the CPWD Delhi Schedule of Rates (E & M), 2016 with its latest revision should be considered next for Electrical & Air-Conditioning Works.
d. If any item of work is not included in any of those SOR, the rate for that item should be taken from the published & printed price list of the Manufacture / OEM and rate should be calculated by considering available discount, Taxes & Duties & profit and to be submitted with the estimate.
e. In the absence of any published & printed price list of any item, Quotation/ rate should be taken from the OEM / Manufacturer and no such rate from any middle man should be considered.
f. If any item has no published & printed price list or the OEM / Manufacturer declines to offer quotation / rate, that item should not be considered. However web site of Govt. or website of the particular Manufacturer / OEM or their authorized sales channel may be consulted for reference of rate.
g. Analysis of rates for non-scheduled items, mainly composite items like Control Panel , Feeder Pillar Box etc must be submitted with the estimate.
h. The SLD for the distribution system of internal Electrical Installation is to be submitted with the estimate.
i. The inventory for quantity of items room wise & floor wise for each building as per enclosed format [Enclosure – 2] must be submitted, for justification of quantity according to the design.
B. FOR LAN, Wi-Fi, Voice Networking, CCTV etc
a. The detail estimate must be prepared sub-head wise as shown in the format for electrical works. But in this case the subhead will be as per nature & scope of work like – Voice Networking, Data & Wi-Fi Networking, CCTV Surveillance System etc.
b. Format-1 & Format-2 as sent through this office letter no- 718/1(1) CEE/2018, Dated 11-05-2018 is to be submitted with the estimate.
c. The SLD of the proposed installation of the IT equipments is to be submitted.
d. The rate for that item should be taken from the published & printed price list of the Manufacture / OEM and rate should be calculated by considering available discount, Taxes & Duties & profit and to be submitted with the estimate. Accordingly, the guideline in section e & f as stated above is to be followed.
e. Model No & Make for each item is to be specified.
It is further to be stated here
a. Such procedure for preparation and submission of estimate should be followed by all levels of Engineers during submission of estimate to the authority /counterpart or to their higher level. Such format should be maintained during preparation of BOO and accordingly be uploaded.
b. The direction above should be communicated up to the level of Junior Engineer.
However, if I get your written comments on the above procedure, it may be made more methodical by building up your valued opinion.
