Sub: Issue of Domicile/ Permanent residential certificate to non-Bengalee candidates – guidelines regarding.

In this Department’s Circular No. 7481(17)-P dated 2nd November, 1999 the District Magistrates have been authorised to issue domicile/ permanent residential certificate for the purpose of appointment under Defence and other Para-military Forces. For consideration of the prayer of the candidates, the following guidelines may be followed:-

(1) Whether the applicant or his parents have been continuously living in this State for a considerably long time, say, over 15 years or so.

(2) Whether the applicant or his parents possess any immovable property in West Bengal.

(3) Whether the applicant was born in the State of West Bengal and if he/she has been prosecuting study in schools/ colleges in West Bengal from primary standard (to be supported by birth certificate/school certificate).

(4) Whether the applicant stays here in office quarters or in a rented house or in his/their own house and the duration of such stay.

(5) DIB reports and recommendations over and above other certificate and recommendations.

Each and every case should be examined according to its merit. Before issue of the certificate he should satisfy himself about the genuineness of the certificates and documents submitted by the candidate. His/Her citizenship status may also be verified.

A specimen copy of the application form is sent herewith which may be displayed in an appropriate place of your office for general information of the candidates. The process of consideration of an application should be started if the candidate submits a photocopy of the letter issued by the Recruiting Officer.

The certificate may be issued in the enclosed format.
