Please find herewith a Memo of the Additional Chief Secretary, Department of Fisheries vide her Memo No. 173/ACS/Fish/2025 dated 16.05.2025, which is self explanatory.
2. You are requested to (i) assist the Assistant Director of Fisheries in respect of validating/ uploading the data of Water Bodies and conduct the joint survey wherever required, immediately and (ii) finalise the economic lease rent/ base price of each water body through the existing five-man Committee headed by you.
3. Since this relates to the revenue interest of the State, please accord high priority to this work. The Centralised Portal for Auction of Water Bodies is expected to be rolled out very soon.
4. I will review the progress in this matter shortly.

Sub: Lease of Water Bodies for Pisciculture
Sir,
In a departmental meeting held on 13.5.2025 along with the officials of WTL, I have reviewed in detail the status of lease management portal for inviting auction of water bodies having an area of more than five acres by the District Magistrates. The following issues have emerged which needs to be addressed at the earliest
The login for the districts have been created and login credentials have been shared with the Assistant Director of Fisheries posted at the districts across the State and they have started uploading the data of the water bodies and approximately 4300 number of water bodies have already been migrated to the Portal. However, this migrated data has to be validated and therefore a joint survey of the officials of the L and LR Department and Fisheries Department needs to be conducted immediately. The officers of Fisheries Department at district level has been informed. A kind instruction from your end to the Land Directorate officials will facilitate the above exercise in a time bound manner.
The economic lease rent as the base price is to be fixed for different such water bodies and this fixation of base prices is done and approved by a five men committee constituted for the purpose and headed by the respective District Magistrate. Therefore, necessary instructions may kindly be imparted to the District Magistrates for fixation of the base rent.

It is further requested that relevant changes may kindly be made in the LR Manual to accommodate e-auction facilities for leasing out such water bodies and kind instructions may also be given in this regard.
A price preference may be extended to the Primary Fishermen/ women Cooperative Societies (PFCSs), Fish Producers Groups (FPGs), Self Help Groups (SHGs), registered fishing persons and some other such groups which are directly related to the fishing activity for enabling them to participate in the e-auction, as decided in the GoM meeting.
