ORDER

It has been observed that on expiry of stipulated guarantee/warranty periods, maintenance of high-ended Electro-mechanical equipments like lifts, air-conditioning parts, IT Controlling Equipments containing Microprocessor based controlling equipments installed by the specialised companies dealing with those equipments is not entrusted with the manufacturers or their authorised O.E.M.’s (Original Equipment Manufacturer) due to various reasons.

It is noticed that if companies other than the manufacturers or their authorised O.E.M.’s (Original Equipment Manufacturer) are vested with the maintenance of these sophisticated equipments after stipulated guarantee/warranty periods, the life of those machines suffers or shortens since those companies forcibly introduce wrong parts resulting in reduction of life of these machines gradually.

To address the above mentioned problems, the undersigned is directed by order of the Governor to say that the Governor has been pleased to award maintenance contracts of high-ended Electro-mechanical equipments like lifts, air-conditioning parts, IT Controlling Equipments containing Microprocessor based controlling equipments and which has been installed by the specialised companies dealing with those equipments, after stipulated guarantee/warranty periods, to the manufacturers or their authorised O.E.M.’s (Original Equipment Manufacturer) or authorised dealers (wherever available) as per provision under Rule-18, Part-IV, The Public Works Rules, 1987 as hereunder:-

“The maintenance of electrical equipment and mechanical equipment shall be entrusted to the manufacturer of the equipment wherever possible, and wherever this is not possible, the direction of the Committee shall be obtained.”

The undersigned is further directed by order of the Governor to say that the Governor has been pleased to form a committee comprising of the following Officers from Zonal Offices and Engineers concerned of P.W.Dte. for fixing up the rates of such maintenance contracts along with necessary terms and conditions:-

  1. Zonal Chief Engineers, PWD – Chairman,
  2. Additional Chief Engineer (Electrical)/ Assistant Chief Engineer (Electrical) in Zonal Offices, PWD – Member,
  3. Executive Engineer (Electrical), PWD – Member, and
  4. Divisional Accounts Officer of division concerned – Member.
