Subject: Removal of conditionalities associated with parity and minimum age of mother for institutional deliveries in high performing states (HPS), and for home deliveries in all the states under Janani Suraksha Yojana (JSY).
Madam/Sir,
The JSY programme encourages institutional delivery by providing cash assistance to women from BPL/SC/ST households, aged 19 years or above and up to two live births in high performing states.
According to the letter mentioned in the reference it is found that an evaluation conducted by NHSRC and ILO observed that a significant proportion of women are being excluded of the benefit of JSY, because of exclusion criteria/ conditionalities (minimum age of mother, 19 years and parity of mothers, 2 live births) in these high performing states.
Now the Ministry of Health & Family Welfare, Government of India has decided to remove-
- The conditionalities associated with parity and minimum age of mother for institutional deliveries in high performing state.
- The conditionalities associated with parity and minimum age of mother for home deliveries
in all states.
I would request you to issue necessary instructions to all concerned for implementing the scheme in accordance with the above decision with effect from 1st July, 2013.
