MEMORANDUM
SUBJECT: Reservation of Economically Weaker Sections (EWSs) in admission in the Higher Educational Institution in the State of West Bengal.
In continuation to this Department’s Memorandum No. 339-Edn (CS)/OM-74L/2023 dated 26th May, 2023, and published in the Kolkata Gazette, Extraordinary, PART I, on 26th May, 2023, after clause 3, insert the following clauses:
“4. The District Magistrate and the District Reservation Commissioner shall be the authority in respect of Higher Educational Institutions within their administrative jurisdiction for approval of filling up of the unfilled reserved seats for Economically Weaker Sections (EWSs) category by the candidates from general merit list, subject to fulfillment of conditions laid down in clause 3(c) of Memorandum No. 339-Edn (CS)/OM-74L/2023 dated 26.05.2023.
5. In respect of institutions situated in Kolkata as defined in the Kolkata Municipal Corporation Act, 1980, the Commissioner for Reservation and ex officio Secretary in the Backward Classes Welfare Department and the Joint Commissioner for Reservation and ex officio Joint Secretary, Backward Classes Welfare Department shall be the authorities for granting such permission for filling up the vacancies for such scats reserved for EWS category by the candidates from general merit list, subject to fulfillment of conditions laid down ir. clause 3(e) of Memorandum No. 339-Edn (CS)/OM-74L/2023 dated 26th May, 2023.
6. Such filling up of vacant scats for EWS category shall be made only from those left out candidates in the general merit list for admission prepared by the concerned Institution and no new candidate outside the said panel shall be considered for such admission. Until and unless the separate merit list of Economically Weaker Section (EWSs) candidates is exhausted by filling up of available seats for Economically Weaker Section (EWSs) category as per Memorandum No. 339-Edn (CS)/OM-74L/2023 dated 26th May, 2023, de-reservation proposal shall not be entertained.”
