Office Attendance during Indefinite Bandh called by GJM

MEMORANDUM
In view of call given by Gorkha Janamukti Morcha for indefinite bandh/ strike on and from 12th June, 2017 it has been decided that all State Government offices situated in the District of Darjeeling and Kalimpong including those provided with Grants-in-Aid by the State Government would remain open and all the employees of those offices should report for duty on each day till the call for such bandh is not withdrawn. It has also been decided that no leave shall be granted to any employee on any of these bandh days.
Now, the Governor has been pleased to decide that absence or employees on that day will be treated as ‘dies non’ which will constitute a break in service of the employee concerned and no salary will be admissible unless such absence is covered by the following grounds:
a) Hospitalisation of the employee.
b) Bereavement in the family.
c) Severe illness and absence continuing from prior to 9th June, 2017.
d) Employees who had been on Child Care Leave, Maternity Leave, Medical Leave prior to 9th June, 2017
e) Earned Leave Sanctioned and continuing prior to 9th June, 2017.
In cases where Child Care Leave, Maternity Leave, Medical Leave and Earned Leave were sanctioned and continuing from prior to 9th June, 2017, the officer shall report for duty immediately after completion of such period as sanctioned. No extension or further grant of such leaves shall be allowed till such call for bandh remains.
It is mentioned here that dislocation/ disruption of any nature will not be a reason for granting leave.
All Heads of Offices/ Controlling Authority concerned will issue Show-Cause notice to the employee(s) posted within that area who will remain absent on these days asking him/her to explain why action would not be taken against him/her for such unauthorised absence.
On receipt of satisfactory reply, leave due and admissible may be granted on production of documentary evidence on the ground mentioned above. Where the absence is not covered by any of the above mentioned reasons and the leave has not been approved, the same will be treated as !dies non which will constitute a break in service of the employee concerned and no salary will be admissible for that day.
Those who will not respond to the Show-Cause notice will be liable to disciplinary action.
All course of action in terms of this order should be undertaken on alternate days and compliance report on action taken should be sent to this Department on every Wednesday until further orders.
