MEMORANDUM
The promotion policy of Schedule ‘B’ Stenographers was non-functional one vide this Department’s Memo. No. 10098-F (P) dated 20.10.2010. In the meantime, the Backward Classes Welfare Department has opined that in case of promotion of Schedule ‘B’ Stenographers to the higher scales on the basis of distribution of post at the ratio 4:3:3, 50-point Roaster of Reservation to S.C. & S.T. should strictly be followed in pursuance of Schedule ‘II’ of The West Bengal Schedule Castes and Schedule Tribes (Reservation of Vacancies in Services and Posts) Act, 1976 (Memo. No. 1079-L dated. 05.05.1976).
In view of the above opinion of the Backward Classes Welfare Department the undersigned is directed by Order of the Governor to say that the promotion of Schedule ‘B’ Stenographers to the higher scales as per promotion policy statement of 1981 would henceforth be made functional & the services of the Schedule ‘B’ Stenographers would be transferable at any Office under the Control of Government of West Bengal with effect from the date of issue of this Memorandum. For this purpose the entire cadre of Schedule ‘B’ Stenographers is brought under the administrative control of Finance Department and in terms of Notification No. 1182-F(H) dated 29.02.2016, the Deputy Secretary, Finance Department will act as Appointing Authority for the purpose.
Accordingly, the undersigned is further directed by order of the Governor to state that henceforth, the appointment, transfer, posting, promotion by maintaining the gradation list of the Schedule ‘B’ Stenographers will henceforth be monitored by the Finance (Audit) Department. This department after collecting the total vacancy from different Departments/ Directorates/ Offices will send the consolidated vacancy report to the West Bengal Staff Selection Commission for recruitment. The West Bengal Staff Selection Commission will in turn, send the list of the successful candidates to this department for appointment. The appointing authority as declared will issue appointment letter to the selected candidates on due observance of official paraphernalia like Police Verification and Medical Examinations.
Pay & Allowances will be disbursed by the Drawing & Disbursing Officer of the concerned Offices in which the Schedule ‘B’ Stenographers are posted. The Service Book will be maintained by the concerned offices in which they are posted. The retirement benefit will also be settled by the concerned offices from which they will retire on superannuation. In case of any complication relating to service matters, the concerned offices may consult this Department.
A new Cadre Schedule to this effect, distributing all the posts of Schedule ‘B’ Stenographers in different scales as per existing ratio of promotion, is being issued separately.
This cancels this Department’s earlier Memo. No. 10098-F (P) dated 20.10.2010.
This Order issues with the approval of the group-p2 of this Department.
