Provide CUG Mobile Service to Engineer Officers under PWD

NOTIFICATION
The Governor is pleased in the interest of Public Service, to provide CUG mobile service to the following engineers and officers under Public Works Department as listed in Annexure ‘A’.
For implementation of the scheme necessary agreements for all related CUG connections in any particular establishment under P.W. Department will be executed by D.D.O. of that establishment who will be the Nodal Officer in that establishment for the scheme.
The Nodal Officer will be responsible for distribution of SIM, collection of bill for the active connections from the service provider and make necessary arrangement for payment of bills raised on 1st day of any month by the respective officer to whom the said SIM is issued. If such payment is not made by the respective officer within 19th day of said month, on demand from the service provider, the nodal officer will take necessary action for payment of the unpaid bill/bills of the connections under CUG facility from state exchequer which is debited to the concerned object head of the project or “Office Expense” object head of the establishment, as the case may be, depending upon the purpose of the calls. In such cases the nodal officer shall take necessary action to recover the said amount after deduction of eligible reimbursable amount from the salary, dues or terminal dues of the respective officer to whom the said SIM is issued. The nodal officer shall maintain a register for issuing SIM, incorporating monthly charges thereof and shall take up the related matters with the representative of the service provider i.e. Vodafone East Limited.
The monthly rental charge and claim for charges of local calls within ceiling as prescribed below will be reimbursed according to category of officer as mentioned below subject to the condition that the officers who will be allowed the CUG facility at Government cost will not get any reimbursement of telephone charges for use of personal telephone/mobile.

The expenditure for reimbursement to be considered from the work contingency head under different allotments or projects in hand of the department having sub detailed under different sub detailed head 19, 27 or 53 as the case may be or from the sub-head 13-02 of any Major Head of Account under demand No. 25 from the Budget of the Public Works Department.
This issue with concurrence of the Finance Department vide their U.O No. Group T/2015-2016/0469 dated 04.09.2015, U.O No. Group T/2015-2016/0853 dated 20.01.2016 and U.O No. Group T/2015-2016/1101 dated 16.03.2016.
