NOTIFICATION

Mechanical & Electrical (M&E) wing of the Irrigation & Waterways Department (I&WD) was expanded and restructured vide I&WD’s Notification No. 13-(W)/2018-19 dated 07.03.2019. Cadre strength was increased considerably and 6 no of new offices were set up. Work load was redistributed among working Divisions of Mechanical & Electrical (M&E) wing. However, some minor modification in respect of work load and territorial jurisdiction of working Divisions of Mechanical & Electrical (M&E) wing, was felt necessary to reduce overlapping of jurisdiction among working Divisions.

  1. Accordingly, after careful consideration of all aspects of the earlier issued I&WD’s Notification No. 13-(W)/2018-19 dated 07.03.2019. the Governor is pleased, in the interest of public service, to redistribute workload among various working Divisions of Mechanical & Electrical (M&E) wing of the Irrigation & Waterways Department (I&WD), so as to ensure equitable distribution of workload among them and reduce overlapping of territorial jurisdiction and more efficient functioning of the Mechanical & Electrical (M&E) wing.
  2. Work load and territorial jurisdiction of all 10 working Divisions of Mechanical & Electrical (M&E) wing of the Irrigation & Waterways Department (I&WD) have been redistributed in supersession of Annex-1 & 2 of I&WD’s Notification No. 13-(W)/2018-19 dated 07.03.2019 in the manner as shown at Annexure-1 of this Notification. Henceforth, all 10 working Divisions of Mechanical & Electrical (M&E) wing of the Irrigation & Waterways Department (I&WD) will follow their respective jurisdiction as per Annexure-I of this Notification. Accordingly, Executive Engineers of all 10 working Divisions of Mechanical & Electrical (M&E) wing, shall make necessary handing over and taking over of charges (including proposed works under DPR stage), within a week from issuance of this order.
  3. Sub-Division wise/ Assistant Engineer wise distribution of work load and territorial jurisdiction under all 10 working Divisions of Mechanical & Electrical (M&E) wing of the Irrigation & Waterways Department (I&WD), have been further redistributed in supersession of Annex-2 of I&WD’s Notification No. 13-(W)/2018-19 dated 07.03.2019 in the manner as shown at Annexure-II of this Notification. Accordingly, Assistant Engineers of all 10 working Divisions of Mechanical & Electrical (M&E) wing, shall make necessary handing over and taking over of charges within a week from issuance of this order.
  4. Mechanical & Electrical section of Massanjore Dam under Mayurakshi Headquarter Division, alongwith all staffs, is transferred to Mechanical Sub Division, Suri under Mayurakshi Electrical & Mechanical Division. The Executive Engineer, Mayurakshi Headquarter Division, shall make necessary arrangement of transferring assets and staffs of the Mechanical & Electrical section to Mayurakshi Electrical & Mechanical Division within two months.
  5. Electrical section of Kanainatshal office premises under Damodar Canal Division, alongwith all staffs, is transferred to Burdwan Mechanical & Electrical Sub Division, Burdwan under Durgapur Mechanical & Electrical Division. The Executive Engineer-I, Damodar Canal Division shall make necessary arrangement of transferring assets and stalls of the Electrical section to Durgapur Mechanical & Electrical Division within two months.
  6. Administrative jurisdiction of (i) Mechanical & Electrical Circle (Headquarter at Saltlake), (ii) South West Mechanical & Electrical Circle (Headquarter at Durgapur) and (iii) North Bengal Mechanical & Electrical Circle (Headquarter at Siliguri) over their respective working Divisions of Mechanical & Electrical (M&E) wing will remain unchanged.
  7. Total cadre strength of Engineer Officers of Mechanical & Electrical (M&E) wing of the Irrigation & Waterways Department (I&WD), shall remain unchanged due to transfer of aforesaid two Sections, as no new posts are created. Cadre strength of Engineer Officers of Mechanical & Electrical (M&E) wing of the Irrigation & Waterways Department (I&WD). from Junior Engineer to Chief Engineer is shown in Annexure-III of this Notification.
  8. For combined schemes involving both Civil & Electro-Mechanical component, separate tender will be invited for Civil and Electro-Mechanical part if (i) the estimated cost of Electro-Mechanical part exceeds 10% of the total estimated cost of the scheme or (ii) Electro-Mechanical part involves specialized or critical components.
  9. Working Divisions under Mechanical & Electrical (M&E) wing will continue to do modernization and electro-mechanical maintenance of all types of regulator gates of all major, medium and minor irrigation schemes of I&WD, having manually operated or electro-mechanically operated, in the same manner as they did before issuance of I&WD Notification No. 13-W/20I8-I9 dated 07.03.2019.
  10. Working Divisions under Mechanical & Electrical (M&E) wing will do modernization and electro-mechanical maintenance of gates and hoisting arrangements of all major drainage outfall sluices, having manually operated or electro-mechanically operated, having discharge capacity of more than 5 cumecs. List of such major outfall sluices alongwith drawings will be supplied by Civil Divisions to their M&E counterparts. Concerned M&E Divisions will take up maintenance works of the same on request of Civil Divisions.
  11. Working Divisions under Mechanical & Electrical (M&E) wing will continue to do electro-mechanical maintenance works (including pumping system) of all major irrigation Office Complexes, Residential Colonies, Stack Yards, Quality Control Laboratories, Inspection Bunglows and Rest Sheds.
  12. This issues with the approval of the Hon’ble Minister-in-Charge of Irrigation & Waterways Department.
