MEMORANDUM
Sub: Reconstitution of State Project Screening Committee (SPSC) with project value more than Rs. 25.0 crore for scrutiny of Road Projects & more than 10.0 crore for scrutiny of Bridge Projects and Zonal Project Screening Committee (ZPSC) for scrutiny of Road Projects for more than Rs. 5.0 crore to below Rs. 25.0 crore and Bridge Projects with project value more than Rs. 5.0 crore to below Rs. 10.0 crore.
Consequent upon Expansion & Restructuring (Notification No: 01; Dated- 07/01/2025 & No: 04; Dated- 15/01/2025, Re-designation (Notification No: 78-E; Dated- 28/08/2025) & Re-jurisdiction effected through Notification No: 19A; Dated- 25/3/2025, & No: 76-E; Dated- 19/8/2025, it has become essential to reframe the extant orders related to constitution of State Project Screening Committee (SPSC) & Zonal Project Screening Committee (ZPSC) to suit with the present configuration and expedite finalisation of DPR of projects, as well.
2. Consequent upon the introduction of NH Schedule of PWD,WB, a substantial number of road project shall be admissible for SPSC, which was previously lying within the scope of ZPSC would result in delay in disposal of the same in a time bound manner necessitating an upward revision of the present ceiling limit of ZPSC for Road Works.
3. Accordingly, Memorandum No: 1M-03/16/169-R/PL; Dated: 13/02/2017 &1M-03/16/298-R/PL; Dated: 13/02/2017 have been modified in the following manner.
(I) The project shall be admissible under (a) SPSC for Project/ DPR value more than 25.0 crore for Road Project and value more than 10.0 crore for Bridge Project (b) ZPSC for Project/ DPR value more than 5.0 crore up to 25.0 crore for Road Project and value more than 5.0 crore up to 10.0 crore for Bridge Project.
(a) State Project Screening Committee (SPSC) for Road & Bridge Projects
(i) For, Road/ Bridge projects with project value as stated above under Sl. 3. para (1), the project will be placed before the State Project Screening Committee. This committee will take care of the technicalities of the project, ensure that same norms & procedure are followed for road/bridge projects, both in P.W. and P.W.(Roads) Directorate and check uniformity in specifications and use of machinery and equipment required for similar projects under both directorates. A detailed Power Point Presentation would be made by the concerned Superintending Engineer of construction wing. DPR prepared by the division shall invariably be certified by the concerned Junior Engineer and Assistant Engineer indicating that the data are verified by them. For DPRs prepared by the planning wing for bridge works, the presentation would be made from their end.
Observation of the State Project Screening Committee should be incorporated in the estimate/ DPR and thereafter this would be submitted to the Chief Engineer, Planning of the respective zone, P.W (Roads) Directorate, for checking. After necessary checking and according Technical Sanction, the Chief Engineer, Planning of the respective zone, P.W.(Roads) Directorate would forward the same to the respective Chief Engineer I/II, Head Quarter for obtaining Administrative Approval and Financial sanction from the Department.
The Chief Engineer, Planning, P.W(Roads) Directorate of respective zone would be responsible for preparation and circulation of the minutes of the meeting.
(ii) All projects of road/bridge of P.W. and P.W.(Roads) Directorate with value of project as stated under (i) above, which require the approval of SPSC would have to be routed through the Chief Engineer, Planning, P.W(Roads) Directorate of respective zone.
(iii) After approval of SPSC, the Chief Engineer, Planning, P.W(Roads) Directorate of respective zone, would put up the proposal along with minutes of SPSC to the competent authority for Administrative Approval and Financial sanction.
(iv) The existing State Project Screening Committee has been re-constituted for this purpose, as follows:

(b) Zonal Project Screening Committee (ZPSC) for Road & Bridge Projects
(i) For, Road/ Bridge projects with project value as stated above under Sl.3. para (1), would be placed before the Zonal Project Screening Committee.
(ii) The ZPSC would perform the same functions as SPSC.
(iii) A detailed Power Point Presentation would be made by the concerned Executive Engineer of construction wing.
(iv) After approval of a project by ZPSC, the same would be forwarded to the respective Chief Engineer I/II, Head Quarter after necessary checking and according Technical Sanction by the concerned Zonal Chief Engineer, for obtaining Administrative Approval and Financial sanction from the Department.
(v) The Chief Engineer of concerned zone and wing would be responsible for preparation and circulation of the minutes of the meeting.
(vi) The existing Zonal Project Screening Committee has been re-constituted for this purpose, as follows:

Project that has already undergone SPSC/ ZPSC screening and now ‘Modified value of the DPR surpasses the present ceiling limit of ZPSC or fall below the threshold limit of SPSC (irrespective of category i.e. Road/ Bridge) shall not require any further screening provided there is no change in scope and /or specification due to introduction of NH schedule of PWD, WB and/or supplementary schedule (if any) published by PWD, WB. If situation demands further SPSC/ZPSC, then the screening level and technical Sanctioning authority shall be determined depending upon the ‘ Modified value of the DPR’ as stated under para (1).
All relevant orders are hereby superseded.
This order will come into force with immediate effect.
