NOTIFICATION

In exercise of the powers conferred by section 13 of the West Bengal Staff Selection Commission Act, 2011 (West Ben. Act XVII of 2011), the Governor is pleased hereby to make the following rules regulating the method of recruitment to the posts of Chairperson and other members in the West Bengal Staff Selection Commission, namely

1. Short title and commencement:

(1) These rules may be called the West Bengal Staff Selection Commission (Method of Recruitment and the Terms and Conditions of the Chairperson and other members) Rules, 2012.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application:

These rules shall apply to posts specified in the Schedules annexed to these rules. Schedule A refers to the post of Chairperson and Schedule B refers to the post of Member.

3. Number of posts, classifications and scale of pay:

The number of said posts, their classification and scale of pay attached thereto shall be as mentioned in the entries in column (2) and column (3) against serial Nos. 2 to 4 in column (1) of the Schedule A appended to these rules, in respect of the Chairperson and in Schedule B appended to these rules, in respect of other members.

4. Method of recruitment:

The method of recruitment and other matters relating thereto, shall be as mentioned in the entries in column (2) and column (3) against serial Nos. 5 to 6 in column (1) of the Schedule A appended to these rules, in respect of the Chairperson and in Schedule B appended to these rules, in respect of other members.

5. Application of Service rules:

The Chairperson and other members shall be governed by their respective service rules in respect of other terms and conditions of Service as such.

6. Power to relax:

Where the State Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules.

or
by re-employment of an officer who has been a member of Indian Administrative Service.
6.In case of recruitment by deputation, grades from which deputation to be made:(A) holding analogous post on regular basis in the parent cadre/ Departments;
(B) having 20 years experience in dealing with service, administration, vigilance, establishment and financial matters.

6.In case of recruitment by deputation, grades from which deputation to be made :(A) holding analogous post on regular basis in the parent cadre/ Departments, i.e. of the rank of Special Secretary and above
(B) having 10 years’ experience in dealing with service, administration, vigilance, establishment and financial matters;
