NOTIFICATION
Whereas, the West Bengal Universities and Colleges (Administration and Regulation) Act, 2017 has come into force w.e.f 1st April, 2017 and
Whereas the provisions of sub-section (xxiv) of section 3 provides the provisions for appointment of Vice-Principal in Government-aided Colleges of West Bengal, from amongst the regular teachers of the college concerned, to discharge the functions of the Principal in his absence, and
Whereas, it is expedient that the Vice-Principal as appointed by the State Government under the said provisions of the above mentioned Act, will be required to discharge the functions of the Principal in addition to his normal academic and other duties, and
Therefore, in consideration of the above, the Governor, in exercise of the powers conferred by section 18 of the West Bengal Universities and Colleges (Administration and Regulation) Act, 2017, is hereby, pleased to direct that the Vice-Principal of a Government-aided College appointed as such by the State Government under the above mentioned provisions of the Act, shall be eligible for a special allowance of Rs. 1500/- (fifteen hundred only) per month while discharging his function as such in addition to his regular pay and allowances.
It is clarified that such special allowance shall not be considered as pay of any kind and payment of such allowance shall not create any privity to the incumbent concerned for any benefit or claim of higher scale of pay.
Such special allowance shall be debited from the appropriate Salary Head of Account of the teachers of Government-aided colleges and shall be disbursed by the Director of Public Instructions, as and when the appropriate claim is raised by the College Authority after appointment of Vice-Principal in the concerned college by the State Government.
This order is issued in concurrence with the Finance Department vide their U.O Reference No. 0488/201-2018 (Group-P2) dated 11.08.2017.
