Modified Career Advancement Scheme for the State Government employees as introduced in Finance Deptt. No. 3015-F dt. 13.03.2001 as per recommendations of the 4th Pay Commission.
Revised career advancement scheme for State Govt. employees as per WBS (ROPA) Rules, 2019 which will be effective from 01.01.2020 in respect of a new entrant who joined service on or after 01.01.2016.
The benefit of 18 years of continuous service will be admissible to the teaching and non-teaching employees drawing pay in the revised pay structure up to Pay Band No. 3.
The length of continuous and satisfactory service required for movement to second and third higher Level in relation to the basic Level, shall be reduced from existing 16 years and 25 years to 15 years and 24 years respectively.
To prevent disparity in pay of senior and junior employees, a provision of protection of pay is present in Rule 55(4) of WBSR. Not applicable for wrong option.
The relative seniority between a promotee and a direct recruit shall be determined by the year of appointment or promotion of each in the post, cadre or grade irrespective of the date of joining.
Allowing annual increments and promotion to next higher post in respect of LDAs/ LDCs being promoted from Group-‘D’ post and other eligible Group-‘C’ posts.

It has been brought to the notice of the Government that pay anomaly arises between senior and junior employees who entered into Govt. service in Level 16 and above.
Governor has been pleased to decide that the period of probation of persons appointed under the West Bengal Services (Appointment, Probation and Absorption of Group C Employees) Rules, 2013 shall count towards Modified Career Advancement Scheme benefit and promotion.
