Previously, the Govt. employees were eligible 10/20 years of Career Advancement Scheme. As per modified CAS scheme 8/16/25 years benefit is provided.
Jurisdiction in respect of Senior Superintending Engineer and Superintending Engineer for the following circles/ offices and for other circles/ offices the jurisdiction of Superintending Engineer will continue as per prevailing jurisdiction.
Existing 41 numbers of non-functional berth of Superintending Engineer [Selection Grade] is hereby converted into the post of Senior Superintending Engineers belonging to the Engineering Cadres.

It has been brought to the notice of the Government that pay anomaly arises between senior and junior employees who entered into Govt. service in Level 16 and above.

A number of proposals for awarding different service benefits to the employees of the Government of West Bengal and reorganizing the cadre of different Services of Government of West Bengal through creation of some posts were under consideration of the Government for sometime past.
The length of continuous and satisfactory service required for movement to second and third higher Level in relation to the basic Level, shall be reduced from existing 16 years and 25 years to 15 years and 24 years respectively.
Governor has been pleased to decide that the period of probation of persons appointed under the West Bengal Services (Appointment, Probation and Absorption of Group C Employees) Rules, 2013 shall count towards Modified Career Advancement Scheme benefit and promotion.
