Delegation of Power
Power can be delegated to the sub-ordinate officer as per Delegation of Financial Power Rules.
No expenditure shall be drawn or incurred against a sanction unless funds are made available to meet the expenditure by the Controlling Officers or the administrative departments by valid appropriation or re-appropriation.
Delegated powers of the Engineer Officers of various Works Executing Departments of the State Government towards ‘Tender Acceptance’ and ‘Technical Sanction’ is enhanced in the following manner.
Governor is pleased to delegate financial powers to the hierarchy of the officers under the Technical Education, Training and Skill Development Department, Government of West Bengal.
Policies and procedures for selection, contracting and monitoring of consultants and other professional services providers financed from the Government’s resources.
Senior Superintending Engineer of this Department will enjoy financial and technical vetting power equal to that of Superintending Engineer of this Department.
Divisional Commissioners are authorised to retain the vehicles hired for their establishments for a period not extending one year at a time provided the vehicles in question were initially hired with approval of the Finance Department.
Governor is pleased to revise the delegated financial power of the Additional Chief Secretary/ Principal Secretary/ Secretary in charge of the Administrative Departments.
It is hereby clarified that the Rs. 5.00 lakh ceiling fixed for procurement of computer related items in terms of the order no. ibid is applicable only for the projects funded under Administrative Expenditure.
Governor is pleased to make the amendment in Delegation of Financial Power Rules, 1977. Schedule ‘A’ and Schedule ‘B’ of the said are substituted with the revised Schedules.
Financial powers to incur different types of expenditure as delegated by Finance Department, cannot be further delegated to any subordinate officer without concurrence,
